Image Border is the border panel of the image workbench (?tool=frame), and it offers three choices: “None”, “Solid” and “Polaroid”. A solid border has a colour, a “Width” (0–20% of the image's short side, in 0.5 steps) and a “Corner radius” (0–30% of the short side). Polaroid takes only a “Border width” (2–12%) and builds the white paper look that is wider along the bottom edge than the top. The border is an overlay: it sits above everything else, tiled watermarks included, and the canvas keeps its original size, so it covers the outer pixels instead of adding a ring around them. Everything is rendered in your browser.

If what you want is the corners actually cut away into a transparent PNG, use “Rounded Avatar”; for a border on a whole batch of images, this panel is not the right tool.

Dress an old photo in the Polaroid frame and put the date in the empty bottom margin later with “Text and Sticker”.
Give a run of product images a 2% light grey edge so each one separates from the background.

No. The border is a mask painted over the original canvas and it covers the edges inwards; if you need a white margin added around the picture, extend the canvas first with a crop tool.
Yes. Switch to the “Text” tool, add a text box and drag it into the margin — but remember the border layer is on top, so the text has to stay inside it.
Because JPEG was selected. JPEG has no transparency and fills the rounded corners with white; choose PNG or WebP instead to keep them transparent.
The border is rendered locally in your browser, so the photo is not sent to any server and it is dropped from memory once the page is closed.
